Concurrent 1E: Public Access: Reducing the Cost of Compliance

Expanding public access to research is very much at the forefront of minds in the international scholarly community. But the requirements associated with funded research are varied and complex, and becoming ever more so. In the U.S. alone, there are now 19 OSTP-approved public access plans in place among federal departments and agencies. Also many agencies now require that all new research projects have data management plans describing the data to be collected during the project and plans for its long-term preservation and access. The responsibility for compliance with funder mandates is passed along to the researcher, and largely shouldered by their institutions, and comes with a significant cost. A recent study conducted by Vanderbilt University showed that research staffs in academic institutions spend up to 15% of their time on regulatory compliance. But there is a lot that the publishing industry can, and is, doing to help lessen the burden: developing tools to identify and monitor funded research, developing frameworks for linking data to articles, and partnering with repositories to make data publicly accessible. In this session we will showcase examples of how publishers, funders and institutions are working together to develop efficient solutions to reducing the cost of compliance.
